Of course, that's how he got into trouble in Missing. No one was watching his back. I think Tony got really used to NOT having anyone watching his back when he was a cop, no one to critique his work, no one he needed to impress. Remember when he was telling Stan Burley about his previous work history? He left Philly under 'extenuating circumstances.' Have we ever found out why he left Peoria and Philly after less than 2 years each?
What if Gibbs really went out on a limb to get Tony out of Baltimore and onto NCIS and Tony wants Gibbs to NEVER regret his decision? We've seen Tony more than willing to take the blame for something Gibbs did to keep Gibbs from getting into trouble with someone. I get this feeling that there's a lot more to their relationship before we ever got to meet them that the writers haven't told us about.
